NOTICE TO BIDDERS

Job Order Contracting Services Request for Proposal

The City of Olympia (the "City") is seeking competitive proposals from qualified firms to perform general construction work in accordance with the City's Job Order Contracting program and RCW 39.10.430-460.

 

The successful Job Order Contractors will provide a variety of services including but not limited to: preparation of Job Order Proposals, assessment of construction options, and scheduling while performing small construction and repair projects. Anticipated types of work include, but are not limited to: maintenance, renovation, repair and construction to facilities and civil infrastructure, including water, sewer and storm work, roadways, parks and landscaping, natural habitat restoration, structural, roofing, electrical, plumbing and HVAC.

 

For informational purposes, the RFP can be downloaded directly from the Builders Exchange of Washington website at www.bxwa.com by the end of the business on Monday, June 2, 2025. 

 

Due to the importance of all Bidders having a clear understanding of the specifications and scope of work requirements for the City's Job Order Contracting program, a mandatory pre-proposal Zoom meeting has been scheduled Tuesday, June 10, 2025, at 3:00 pm. Please download the RFP for details about the meeting. Attendance at this meeting is MANDATORY so Bidders can fully comprehend the JOC procurement system and requirements of this Request for Proposal (RFP).  Attendance at the pre-proposal meeting will be evidenced by those who attend the scheduled meeting online. The City reserves the right to schedule additional pre-proposal meetings if it determines it is in the best interest of the City.

 

The RFP includes two phases - Phase I, a Technical Proposal, and Phase II, a Cost Proposal. The purpose of the evaluation process is to determine which firm offers the City the overall best value. The City will evaluate and score Technical Proposals (Phase I). Bidders shall submit a fully executed Proposal Bond or Proposal Deposit with their Technical Proposal, along with all documentation required in the RFP. The evaluation team will invite the firms with the highest scores to interview and submit a Cost Proposal (Phase II).

 

The deadline for submission of Phase I proposals is Tuesday, July 8, 2025 by 5:00 p.m. Earlier responses are welcome. Only electronic proposals will be accepted.

Please note: If you obtain the RFP through any process other than registering on Builder’s Exchange, you will NOT be added to the list of bidders who receive bid packet addenda and other information sent to those who register as bidders.
